Simone passed away suddenly due to an automobile accident on June, 22, 2026.

She was born in New York, New York, on her special day, October 2, 1966, to Bernadette Allen and William D. Francis.

She grew up attending baseball games at the Yankee Stadium with her grandpa, riding on road trips on the back shelf of a 70's Corvette while enjoying time with her mom and stepfather. Simone often spoke fondly of those memories that only Gen X kids could understand. She grew up an Army brat, hanging out with her cousins and friends in the Bronx, never afraid of anything with a can do anything attitude and an avid desire to learn what made up the world around her.

She attended Rutgers prep school in Franklin Township, New Jersey, for general studies. It was there she decided to go see the world and joined the Air Force in 1986 as a ground radio technician. Her first duty station was Okinawa, Japan. She loved the people of Japan and respected their culture and loved to recount stories of her experience while in Japan. After 3 years in Japan, the Air Force stationed her in Cocoa Beach, Florida, where she deployed to Saudia Arabia in support of Operation Desert Storm. After traveling the world for ten years, she was stationed at Hickam Air force base in Hawaii. Joining the Hawaii national guard for another three years before settling in Aiea Hawaii and choosing to work at the Bank of Hawaii.

New Years Eve of 2001, she met her husband of 24 years, Shane. They were married in Honolulu, Hawaii, on June 14, 2002. She moved to Idaho Falls, Idaho, in 2004, while Shane was deployed in Afghanistan with the U.S. Army.

Simone found the job of her dreams at the INL in 2006, working for the benefit of the deployed men and woman in uniform that she loved. There she met many coworkers that she called her friends. She loved the people she worked with so much that she looked forward to going to work on Mondays.

In 2019, while working full time at the INL, she started pursuing her lifelong dream of having a degree. She achieved that dream achieving her Bachelors Degree from ISU in 2023. At the time of her passing, she was enrolled in classes pursuing a Masters Degree in accounting. She actually looked forward to the algebra part. She wanted to set an example to her loved ones that it is never to late in life to improve yourself.

Simone, you will be missed dearly.

Her children, Richard (and Karen) Kizzee and John Dinnis will carry her memories and positive influence with them throughout their lives. Her late daughter, Mari, will be held in ours. Her grandchildren at the time of her passing are Zoe Kizzee, Archer Dinnis, and Sterling Dinnis.

Memorial services will be held at 10 a.m. Friday, July 10, 2026, at the Ririe Stake Center, 14061 North 130 East.
