Herman was born on December 8, 1927, in Idaho Falls, Idaho, the son of Joseph and Frances Sieger Phillipp. He was a lifelong resident of Idaho Falls. He attended Holy Rosary Elementary School and graduated from Idaho Falls High School. Herman then began his lifelong farming career. He worked for several farmers in the Idaho Falls and Osgood areas.
In his free time, he liked to fish and spend time with his brothers and sisters. He was a lifelong member of the Knights of Columbus and Holy Rosary Catholic Church.
On October 27, 1949, he married the love of his life, Bernice Mary Wille, at Holy Rosary Catholic Church. Together, they began their married life in Idaho Falls where Herman continued farming and Bernice worked at Sacred Heart Hospital. Bernice became a full-time mother and they were blessed with 13 children. They proudly raised their children and frequently filled a whole pew at Sunday masses. Besides farming, Herman enjoyed woodworking, carving, gardening, spending time with his grandkids and family, going to coffee at O'Brady's with family and friends, and telling jokes. He carved various nativities, Santa, and wildlife figures. His woodworking produced over 70 rocking horses, various pianos, trucks, farming equipment, and wall hangings for friends and family.
