Charles was born in Sugar City, Madison County, Idaho, on November 28, 1940. He was born to George Harold Briggs and Hazel Welker Briggs and was raised in Sugar City. He served a two-and-a-half-year mission to Hong Kong.
In 1962, he married Meredith Ann Hansen in the Idaho Falls Temple. They raised four children together. Charles and Meredith lived in Detroit where Charles worked for Ford Motor Company as a computer systems analyst. The family moved to Idaho Falls in 1982. There, Charles worked for the INEL for 20 years and brought in millions of dollars for the site. Charles and Meredith divorced in 1999.
He later married Roxanne Smith Seedall on May 5, 2002. Charles and Roxanne served together in the Pittsburgh, Pennsylvania Mission. Combined, they have nine children and have been blessed with 38 grandchildren and 15 great grandchildren.
Charles was a faithful member of The Church of Jesus Christ of Latter-day Saints. He loved serving others in various callings throughout his life. Charles served in two bishoprics as Bishop and in a stake presidency, but his favorite calling was working with the young men in Varsity Scouts. He enjoyed fishing, camping, gardening, creating order out of chaos, serving others, and taking his family on grand adventures. He is survived by his loving wife, Roxanne; his brothers, Kay, Lee, and Lynn Briggs; his children, Brian (Dana) Briggs, Michele (Eric) Pettingill, Becky (Mike) Jarvis, and Suzanne (Logan) Hoyle; and his step-children, Marilyn (Bill) Deniker, Brian (Liz) Seedall, Jay (Rebecca) Seedall, Susan (Paul) Leonard, and Joanne Seedall.
